Window PCN from PPS - Appeal Process

Hello,
I hope someone might be able to clarify for me please...
A window PCN was received by PPS for parking in a disabled bay, which was not obviously marked on the ground as patches of paint had worn off and there was no disabled signage around the bay, so this was mistaken for a parent and child bay.
To wait for the RKN sounds risky doesn't it as it wouldn't look good if it goes to court? Also PPS say that appeals must be lodged within 21 days to be considered so surely they would refuse my appeal straight away?
Secondly, the initial appeal on the PPS website requests all sorts of information from you including who is responsible for the charge (see below) - does this have to be filled in?? They say the appeal wont be processed if not but surely I don't want to give away the driver details?
Your PCN number
Your name and full postal address including postcode
Whether you were the driver, keeper or hirer of the vehicle on the date in question (we cannot consider an appeal without this information)
Your vehicle registration number
The date of the contravention
Any copies of evidence you have to support your appeal
Your contact telephone number and email address
Have I understood correctly that I don't go to IAS if my appeal to PSS is declined? What would I do next?

PPS are a BPA members therefore you are correct and would not go through the IAS route. if your appeal fails you should receive a POPLA appeal code which is far better than the IAS route
The advice is to wait until 26 days after the windscreen PCN and appeal online or by email as the KEEPER, not driver, using the ''one size fits all'' blue appeal template (see the NEWBIES thread for this template)

Please confirm the name of the company as there are several with similar names.

Thank you both. Yes, I have read the newbie post but I have questions please?
It's Premier Parking Solutions, so they are members of IPC. What I am concerned about is that PPS say that I need to appeal within 21 days but if I wait until 26 days won't they just reject my appeal as I have not complied with their 21 day appeal process? (Or is that the BPA member route??) Either way, I guess waiting for the NTK will mean I am appealing too late??0 -

And on the online appeal just the registered keeper should be stated and not the driver? Is it recommended not to give other details such as telephone number and email and if so will the appeal be rejected?0 -
The advice in the NEWBIES is to wait for the NTK. It's up to you if you don't want to do this.
It will be rejected.
If you are asking whether to appeal as keeper or driver, you really need to go back to the NEWBIES and read it again, several times until you begin to understand the reason why you are told to do this.

Thank you Fruitcake. I understand the section in the NEWBIES thread - I have pasted the part below to check this is what you mean.
What I am unclear of is how it is still possible to appeal to PPS if the appeal deadline has been missed, whilst waiting for the NTK.

[IPC members are different:
In the case of CURRENT IPC AOS MEMBERS ONLY, we now advise to WAIT for a Notice to Keeper to arrive and then challenge once online or by email, as the KEEPER, not driver, using the template appeal for IPC members, as shown below.

A: Because there has been shown to be no appeal worth trying really, you will get a rejection anyway, so you may as well leave it and see if they issue a NTK and let them apply to the DVLA (unless yours is a company or lease car of course, in which case you MUST appeal at windscreen PCN stage as stated at the end of this thread). Also, letting an IPC member get the data from the DVLA places obligations upon the PPC in the processing of that data which can have data protection implications for them if they misuse it (for example if they try to 'sell' the parking charge to a third party like MIL Collections). ]0 -
The registered keeper gets the NTK. The registered keeper doesn't necessarily see the window ticket as the driver may have slung it away.
The RK has the right to appeal regardless of what the ppc may say.0 -
OK that makes sense.
A post on one of the threads from 'coupon-mad' about complaining to the retails states that you shouldn't miss your appeals deadline: ["If complaining please do not miss your appeal deadline (appeal FAQs here). In most England/Wales cases, do both, appeal AND complain."]
I'm guessing new appeals guidelines would be given for the keeper when the NTK is sent?0 -
