Someone told me that the above is bad news if it was used in the construction of a high-rise block. Do councils (building control departments) carry out tests on private blocks? Do they maintain lists of properties (private properties) in which such cement is present? How can one ascertain whether a block contains this type of cement?

Not really their job to get involved after something is built, unless there's an emergency. Though if they have original records those might give a clue.0
