Rough estimate - Estate management costs Hampshire

Hi guys,
Currently in the process of putting together a challenge against our freeholder, a housing association in Hampshire. For the past few years, they've been upping their management charges for the estate, a block of 34 flats, mixture of leaseholders/HA renters. This years increase is 20% on last year, and having checked it was also 20% the year before.
Would anyone have a rough guess on what a monthly management fee should be, or the annual figure? Block details:
- 34 flats over 3 floors, built 2005.
- Collection of service charges/ground rent.
- Site visit once per month to highlight repairs/defects
- Payment of invoices/management of contractors & sinking fund
- Arranging insurance for the block
- No annual meetings
Think that covers everything included.
