Any grounds for appeal....council penalty charge

I suspect not, but the facts are:
* Parked in parsons barracks long stay car park in aldershot. There are no convenient shops anywhere near it or that I passes in the direction I walked.
* Day before I'd checked and it takes contactless cards
* Arrived with contactless cards and a £10 note
* Attempted to pay but the machine was not making a network connection - tried for 15 minutes and each time I got told please wait before it terminated the transaction. This was not my card being declined - it hadnt even got to that stage. The process is push button for contactless - select the amount - select proceed and wait until the contactless is enabled. It was this enabling that kept failing.
* The machine had no facility for accepting notes only coins.
* The delay in trying to get the machine to process the transaction meant I didnt have time to wander around aldershot trying to get change.
Is there any grounds appealing on the basis that I came with the ability to pay but was unable to do so as their stated payment methods were not working?
Also, the signs all state a penalty charge is payable if no ticket but it gives no indication as to the amount of the charge anywhere. Is this anything that can be used?
If not, I'll be down £25 and !!!!ed off.

You would be better posting this on pepipoo.com as they are the council parking experts, whereas we specialise in private parking tickets here on MSE.

Of course. Sounds perfectly reasonable and an adjudicator would listen to evidence about that.
IMHO, most Council PCNs are winnable on appeal, if you understand that the first appeal will NOT be accepted, but MOST people win at 2nd/3rd stage, if they get assistance from pepipoo on how to word the second/third stage appeal.
No risk, it's either going to be £50 or nothing (the discount is just a bribe not to appeal).
