Harassment by debt company for PCN

Hello everyone
In short I got a ticket for parking over the white line.
I asked PPC to cancel their invoice ( through help at different forum .
Now
Got email and text message ( have never given them both )
Dear Sir
As stated in our previous letter we have recommended our client proceed with County Court proceedings as the balance is still outstanding despite numerous efforts to resolve the debt.
Our client has advised they would prefer to offer you a one-off reduced payment in order to resolve this matter amicably. This discount only applies to the original debt amount and the Debt Recovery fee is still payable in full. Therefore, we have reduced your original Parking Charge debt of £ . This amount plus our Debt Recovery fee of £ must be paid within 7 DAYS of the date of this letter to be classed as full and final settlement of this account.
Call us now on...... to make a payment or visit our website at ........ Please note the Debt Recovery fee of £ is still payable. If payment is not received by the deadline, our client will continue to pursue you for the full amount of £.

If we don't hear from you by ...........we will attempt to contact you by phone or email to discuss why the balance remains unpaid.
I really feel harassed as never gave them neither my email or phone no.
Can I use this fact in a court if it comes?

the DVLA do NOT give phone numbers and email addresses when giving out the registered keepers NAME and ADDRESS
Parking Awareness AKA Vanquish Debt Recovery Ltd and debt logic
you are dealing with the same person , no dout if you decline you will get an "invoice" which is greatly exagerated and inc warrent costs and baillif costs
the guy is scum , do not contact them , bar the number(s) and delete and bar the txt number
he even threatened the BMPA asking for his address to be removed from view
