Halifax payment request

Wonder if anyone can help...
I cancelled my Halifax Insurance in April last year, the last payment was not taken on 30th April 06 and we were given a refund on 9th May 06. They have now written to me, 17 months later stating I owe them monies from back in April 06.
The payment was due to be taken out on 30th April, they gave a refund direct to our halifax c/a on 9th May, 9 days after the direct debit should have been taken, more than enough days for the system & who ever was dealing with the account to realise that the payment had not been taken. They wrote to me on 4th May, stating it had been cancelled etc, that they would be in touch re any balances etc on the policy, we received the refund 5 days later.
Is it right that they can now request this money for an error they made?
