Housing after fleeing domestic abuse advice please

Advice needed for a family member please.
I hope I can get some advice on the following situation. I fled domestic abuse and went to stay with my parents in a different county.
For 7 months I have been trying, with little success, to get onto the housing association register so I can bid for housing. At every opportunity a barrier has been put in front of me by the council.
Here is where I am stuck and nobody at the council can advise.
I have been told I cannot hand in my notice to leave my housing association property where I fled from because I am intently making myself homeless, thus the council have no obligation to help me or my child.
I cannot get housing benefit to rent privately as I have a property (where I fled domestic abuse) and am already in receipt of housing benefit.
What do I do?
The council keeping bating my case back to Splits who tell me they give no advice or support on housing.
Where do I stand. Can anyone advise me please?

Whose name is on the tenancy agreement? Is the other person still living there?

The tenancy agreement on the house my daughter fled is in her name and that of her ex partner. He left after a safeguarding issue but declined to sign the tenancy over to her and kept threatening to enter the property day and night.
SPLITS are a domestic abuse charity who have been useless- sorry to say that but this is my opinion.Eilis :money:0 -
Women's Aid might be a good source of advice and supportI was jumping to conclusions and one of them jumped back0

Yes, contact Women's Aid. They will help with this sort of situation and advise you on what you can do. They have one stop shops in some areas so you can get practical, legal and housing advice in one go.0
