Late delivery rate: any impact on private sellers?

Just checked my seller board and it seems I have accumulated a couple of late deliveries over the Christmas and my rate has gone down to around 2%. I am a private seller and do not sell a lot. I has no intention to become a top rated seller, which seems to require a certain degree of delivery rate.
My question: does the late delivery rate have any impact on private sellers? (I tried the eBay help page for late delivery https://sellercentre.ebay.co.uk/business/late-delivery-rate but got a "this is not for you" message.) Thanks.

This suggests as a private seller you are fine as long as you keep it below 7%
