UK Car Park Management - 2 PCNs for using my space

Hey,
I have recently received two PCNs for parking my car in my allocated parking spaces at my block of flats. The first PCN was cancelled after an unsuccessful appeal, I got the management company who employ UK Car Park Management to cancel the PCN, however it has taken five weeks to resolve. Both our management company (Countrywide) and the UK CPM stated I needed a permit to park the car, I requested this permit at the same time of the appeal for the first ticket but have yet to receive it in the post.
The second PCN was issued 24 hours after the first one was cancelled, this may be a coincidence, but considering the way these scum bags operate I doubt it is. According to my lease agreement (I won the property) I have "The right to exclusive use of the Parking Space." This makes me believe that as I am the owner I do not have to have a permit, it is my space by right?
Its extremely frustrating and time consuming having to challenge the PCNs and get them removed, especially as I own the space! Would I have grounds to challenge the maintenance company and their use of private parking company as the space is mine for the duration of the lease?

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences.
Parking Eye, Smart and a smaller company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (who take hundreds of these cases to court, and nearly always lose), who have also been reported to the regulatory authority.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.
