Hi, not sure how to proceed with an NCP parking charge notice. Vehicle was parked in an NCP car park for approximately 20 minutes. Having parked the car, went to the pay and display payment machine and bought a ticket for 1 hour. now received a parking charge notice despite paying and displaying. no longer have the ticket so cannot prove paid. Any advice on how to proceed ?

Edit your post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people. ;)

Next, read the Sticky thread for NEWBIES that tells you how to appeal (as keeper) using the template you will find there. Send it exactly as it is, and don't miss the appeal deadline.

Come back here if you need further help, but 99.9% of your questions are already answered in the NEWBIES.

Meanwhile, get pictures of the site, especially the entrance, and any signs in the car park. These will help with the second stage appeal (PoPLA.)

Everyone is politely asked to read up on this in the Newbies FAQ thread near the top of the forum

Go there now to learn about the game you are now caught up in and how to deal with this

Throughout here you are advised never to reveal who was driving

You need to edit your post to remove details of who was driving

If you have inadvertently used your real name as your forum name then ask MSE to change it to something anonymous

The ppcs monitor this forum and can use your posts against you

Also complain to your/the driver's MP, and the landowner.

These are some of the comments made by the MPs in Parliament concerning the unregulated parking industry (Feb 2018):

https://hansard.parliament.uk/commons/2018-02-02/debates/CC84AF5E-AC6E-4E14-81B1-066E6A892807/Parking(CodeOfPractice)Bill

''Rip-offs from car park Cowboys must stop''; unfair treatment; signage deliberately confusing to ensure a PCN is issued; ''years of abuse by rogue parking companies''; bloodsuckers; ''the current system of regulation is hopeless, like putting Dracula in charge of the blood-bank''; extortionate fines; rogue operators; ''sense of injustice''; unfair charges and notices; wilfully misleading; signage is a deliberate act to deceive or mislead; ''confusing signs are often deliberate, to trap innocent drivers''; unreasonable; a curse; harassing; operating in a disgusting way; appeals service is no guarantee of a fair hearing; loathed; outrageous scam; dodgy practice; outrageous abuse; unscrupulous practices; ''the British Parking Association is as much use as a multi-storey car park in the Gobi desert''; and finally, by way of unanimous conclusion: ''we need to crack down on these rogue companies. They are an absolute disgrace to this country. Ordinary motorists and ordinary residents should not have to put up with this''.

These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if he wants further information about this scam.

For the latter, you click on the edit button. Do this first.

For the former, you need to contact board guide such as Soolin or Crabman and ask them to change it.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences.

Parking Eye, Smart and a smaller company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (who take hundreds of these cases to court, and nearly always lose), who have also been reported to the regulatory authority.

The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.

I answered your question re changing your name in your post (as quoted!!)

Real names as forum names aren't allowed by MSE, but our concern in this forum is that the ppcs monitor here and can use your posts against you, which is why you were alerted to change it if it was your name!
• Well that didn’t take long ! Thanks for everyone’s help

“Site: Stoke On Trent Meigh Street Issue date: 20/02/2018
National Car Parks Limited, Notice Processing PO Box 5538, Manchester, M61 0RH
Many thanks for your appeal concerning the above referenced notice. We are very sorry that you have had to appeal this as we can see that, due to a technical issue at our Stoke on Trent Meigh Street car park, it was incorrect for us to issue a Parking Charge Notice to you. Unfortunately our payment machine experienced some intermittent faults which meant that some payments were not registered correctly, and therefore a PCN was issued. This notice has been cancelled with immediate effect. Any data held in regards to this notice has been removed from our system. You will therefore receive no further contact from us in regards to this notice.
As a gesture of goodwill for the inconvenience you have experienced, we would like to offer you a free parking session at Stoke on Trent Meigh Street, or Glass Street car park, to be used within the next 3 months for the vehicle which received the Parking Charge Notice. You don’t have to let us know as our camera’s will detect your parking session and you will be exempt from receiving a Parking Charge Notice.
Please rest assured that we have identified and corrected this technical fault, and we sincerely apologise for any inconvenience the issuing of this notice has caused you.
Kind Regards
Appeals Department National Car Parks Ltd.”
