Local council parking suspension

I am looking at a local group on Facebook. They are complaining about a local council that has applied a parking suspension on some spaces, as a 'permanent' fix to stop people parking in an area, rather than going to the cost of changing signs and painting new lines on the road. Is this enforceable if it seems to be more than temporary and without a defined purpose?

    You would be better asking this on pepipoo.com, as we tend to specialise in private parking tickets here on MSE. Pepipoo are the council parking experts.

    I guess the Council is imposing a Temporary Traffic Order. I would ask on pepipoo whether there are rules about how long they can do that for:
