haha Meter Reading, yes take it but ring the company first and ask them what redaing they have.
We never read ours and the next day rang to change the name, our original bil was increased from £4 to £40 because thay had the wrong reading.
for the phone get VOIP, it is a phone line over teh ineternet, you wil need braodband and a special phone but you can get teh latter of ebay for a bout £10, then most providers do landline calls fro free 1899.com or skype.com and mobiles from 2p a min, its dirt cheap to ring to for friends family etc.
if everyone you know gets one then you wil never pay a penny in bills.
Utility bills are funny things, ours used to fluctuate drastically from periood to period so saying you will set aside a certain amount is a good idea but be prepared for it to change.
Water is reasonable, we paid about £150 for teh 9months and did it in two parts so got it out the way.
"When leaving make sure you ring your providers in ADVANCE, tell them when you are moving out an dhave a bill calculated and sent out, leaving it to when you move out leaves the last person in with teh bill, or if you miss it you could be in trouble.0
