Rejected appeal - debt recovery

Sorry if this is unwelcome but I have read the newbie advice and I'm still unsure. This is about a Indigo fine from a train station car park. I have been told that a fine is with the debt recovery ZZPS. (I understand that they are not the baliffs). My concern is that I have already contested the fine. It took a long time to get rejected, I even phoned up to find out what was happening, by chance today I was searching my emails for something else and I found an email rejecting my appeal (dated 21st Jan 4+ wks ago) and giving me 14 days to pay. I immediately tried to pay but was told it was too late and that it was now with ZZPS and I should have a letter detailing the size of the fine and what to do. I haven't received that letter. (Indigo said it's probably on it's way as it's only just been referred to them). My problem is that I've told Indigo I'm the keeper and the driver (because of the earlier appeal) and the grounds of my appeal aren't those outlined in your examples. (I'd been trying pay through the app, the whole system was down, I couldn't reach them by phone and by the time I did get through (later that afternoon) they'd already ticketed me, so I immediately appealed). Is it all too late, will I just have to pay up, or can I go back to the start? Please don't hate me if this is going over old ground. Thank you.

Your simple answer is to do nothing unless you receive either a Letter of Claim or official court papers. Extremely unlikely that'll happen.

Search the forum for Indigo Railway and see how many went to court - NONE!
How many people paid? Even if they'd said who was driving? NONE!
You will also see that we suggest complaints to your MP, Sir Greg Knight and the BPA and DVLA, angry that the ZZPS, Indigo and the BPA actually think that 'putting the motorist at the heart of our thinking' involves pulling the POPLA rug from under consumers' feet, 'just because you're losing' (awww, poor Indigo, must have been awful for you).
Please now do that search I suggested, don't just stop here and leave it. Do the complaints.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
