Bad bath installation - HELP!

I had a new bathroom put in about 2 years ago. Ever since then I've had problems with the sealant around the bath working loose. Also, I've had problems with the middle of the bath dipping.
The builder has come around regularly to re-seal etc but the underlying problem has not gone away.
To cut a long story short, today he left but wasn't able to fix the side of the bath on (It's usually fixed in place so I can't see under the bath etc). I took a look. I can see that the underlying floor is unstable. I can see one bath support is on tiles which appear to be half on-half off the wood support underneath. I can see the floor has bowed in some places under the strain of one support.
I raised concerns about the floor when the bathroom was installed. I think it had been water damaged from previous years. The builder did not do anything to rebuild the floor but simply built things on top of it.
I'm convinced that this is shoddy job and that the problems with the bath support will not go away simply by tightening the supports (which is what the fitter claims will cure the problem).
Any advice gratefully received!
