Downloading my icloud photo library...

The situation is that i have an iphone and an ipad air which are both signed on to the same icloud account.
I want to be able to download the entire photo contents of my icloud photo library and save them locally.
I then want to
wipe the icloud library so that it is empty
and then maybe start again with icloud or use some other third party cloud solution.
Can anyone advise the easiest/best way to grab and save my icloud library and also any suggestions for other third party service?

Can iCloud not sync with your PC? (i.e. appears as a folder in Windows Explorer. Looks like it can). If yes then you could simply copy the contents to another folder on your PC.0

Can you not ensure all your photos are in the cloud. Then delete your photos app content from your phone and them same from the iPad.
Then open the app on your phone and download from the cloud, then download from the cloud to your iPad.
TBH I use iPhone, iPad and mac and keep everything in the cloud. I only then download the photos I want to see (to save memory on the other items). I have a hard drive copy of the cloud on an external hard drive.0 -

Google Photos will backup any photos still on your device - if you can accept the standard quality you get unlimited storage (and smart search features) - it does mean selling your soul to Google though.
For the ones in the cloud you would probably need to download them to your PC or your phone and back them up from there.0 -
Copying the contents on your pc folder is also one way. Wipe out you folder once everything is copied. icloud would always ask you to buy if you want additional storage. Sadly, that's always been the case.0
