Can someone please help me, this is my problem:
I have received an NTK from TNC for a PCN, which I appealed as per the Newbies thread. The PCN is from UKPS (Northwest) Ltd. They do not have an online appeals process, so I emailed them the template from the newbies thread, however they replied stating that they do not accept appeals by email and that they only accept them by post. Therefore I sent the appeal by post the next day.
The NTK states that "if your appeal is unsuccessful you will be provided with the contact details of the IAS service called POPLA and a unique 10 digit verification code". Additionally, the NTK did not arrive in the required timeframe (between day 29 and day 57).
I have now received a letter from UKPS (Northwest) Ltd which appears to me as if they have not received my appeal and that if I do not pay, they will be forwarding the matter to their litigation department.
As far as I am aware, they are part of the IPC and therefore I should not be able to get a POPLA code but the NTK offered me one, is this something I should point out to UKPS (Northwest) Ltd?
How should I proceed?

You are dealing with an IPC company
As you will have seen in the FAQ, once you sent in the template to an IPC company you then ignore everything except a lbcca or a court claim
If you do get to this stage in the future (unlikely! See bmpa) then come back for advice on how to deal with it at the time0 -

Yes, the NTK is from a company called TNC Parking Services who appear to be debt collectors. I have no idea why they have told me I'll be provided with a POPLA code though. Should I follow this up at all or just ignore it until it (if it does) proceeds any further?
Also, is it worth putting in a complaint to the IPC?0 -
I'd complain to the BPA (because TNC are theirs):

I haven't received a NTK from UKPS. I've just received an Outstanding PCN letter from TNC.
This also has arrived after the time frame. Although I know that this doesn't make it void.
I'm guessing I email the template to TNC and then ignore everything else?0 -

Nope, it says the time has passed. Not had a NTK and the letter has arrived after the 56th day0
