You could always ask the seller to write you a cheque if he can't process a refund through PayPal or some other means.0

He logs into Paypal, finds the payment, clicks on it, clicks Refund This Payment, enters the amount to refund.

Yep, tell him in clear instructions what to do.
If he doesn't then you know he is dishonest. But still not a lot you can do, except refuse the item and ask for a full refund. You will probably still lose £5 in postage though.
It might just be one of those situation where you learn to not repeat the mistake. Lessons that cost you money (and it isn't a fortune but still hurts) tend to be of permanent effect.0
