    I think it means that if an enforcement notice was issued within the time limit, subsequent notices can be issued outside the time limit. But if you believe this subsection is relevant to something you may be involved in (rather than just being inquisitive) you should seek appropriate legal advice.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
