One Parking Solution

Hello guys.
I'm posting on behalf of my mother in law who received 2 pcn's recently for parking in the incorrect bay. She parked her car on the 12th Feb and due to illness did not use her car again until the 14th. Feb My mother in law pays monthly for her parking bay, however the numbers painted on the floor are heavily faded and on the 14th noticed she had received the 2 pcn's. It was at this point she noticed that she had also parked in the incorrect bay ( her bay was next to where she had parked ). Since receiving the pcn's, the mother in law has resorted to sticking illuminated numbers on the wall by her bay so she can clearly see it. She appealed the fines with one parking solution Ltd, however her appeal was unsuccessful but have give her the chance to appeal via popla. The fines are £100 each but if paid within 14 days, she only needs to pay £60 for each unless she decides to appeal via popla then the fines stand at £100 each ( which is quite unfair in my opinion ). As mentioned, the numbers on the floor are difficult to see as they have painted on a gravel surface. I'm just after a bit of friendly advice to see if my mother in law has a case to appeal via popla ( we have photographs of the parking space and surrounding spaces with almost unreadable numbering ) or should she just pay the pcn's.
