yes, UNLESS they can transfer the liability onto the KEEPER of the vehicle by invoking POFA2012 and following all its "rules"
it is the KEEPER that received the postal notice, but that postal notice has to comply with POFA2012 for the keeper to be deemed liable, no matter what THE DRIVER did , otherwise the KEEPER can make a successful defence based on the lack of POFA2012 applying
