Overseas students

Options
This may be rather premature, but I'm thinking ahead...

My kids are currently aged 14 (son) & 12 (daughter). Their mother and I separated over 10 years ago and divorced a few years later; I live in England while they live with their mother, in her home country (outside Europe). My kids are both British citizens, born in England. They attend an international school following the French system (they lived in France for a couple of years before moving to where they are now).

My son is very keen on studying at Cambridge, and judging by his performance at school so far getting accepted there is a realistic goal if he keeps working hard.

The problem is the fees. If I understand things correctly, if he completes school where he lives now, he would have to pay overseas student fees, which are currently around £30k/year. However, I don't think that moving back to Europe is a great idea as it would disrupt his education at a key time.

I suspect that he wouldn't be eligible for any bursaries or other assistance intended for people in the country where he now lives because he is a British citizen, although I may be wrong there.

There's always the option of France - universities there (currently) charge almost nothing even for international students, and because he is being taught in the French system he would be well prepared for it. But since he's so keen on Cambridge, is there anything I'm missing that might make this feasible? It seems a tad unfair since I'm working in the UK and paying taxes here.
Let's settle this like gentlemen: armed with heavy sticks
On a rotating plate, with spikes like Flash Gordon
And you're Peter Duncan; I gave you fair warning
