Selling house with very noisy neighbours

Hello all, I am looking for some help. Me and my Girlfriend and my 4 year old son bought and moved into our house 8 month ago. Since pretty much day 1, the neighbour has been Loud and very anti social. My neighbour is a single mum to 3 girls all under the age of 10. She does not stop shouting at them and swearing at them any time she is home with them. I feel really sorry for the children. She also smokes weed and we can smell it coming through our kitchen. We have decided enough is enough and we want to sell up bit can't even cope any longer. Even the wait to selling would be too much.

It has made myself and my partner very ill with stress and we can't sleep at all. We have been round to see her she apologises then does the same again the next night. I would like to know if I report her to the council/ police will I have to declare this and will it have an impact on me selling. If I don't report her, do I have to mention this to any potential buyers? We were told she was hardly ever in and quiet when she was in by the previous owners and we feel so conned and don't want to lie to other buyers but we just can't take any more.

Our house will never feel like a home now with her next door. We are on edge constantly. What are our options?

Would it be worth selling to a quick buy company like national home buying service or would we get ripped off?
