Owner vs policyholder vs keeper

In the process of getting car insurance quotes I have been struck by the varying information on whether a non-owner of a car can be the policyholder of the insurance.

Some companies have told me that it is "illegal" - the policyholder must be the owner. Other companies have said "OK if the two people are spouses". Yet more companies have said "OK if the policyholder and car owner are in the same family". And finally several companies have said "no problem - as long as the policyholder is the main driver, the car can be owned by anyone."

So I set out to check. Both the AA and RAC say 'the policyholder should be the main driver, but that person need not be the owner or keeper of the vehicle. Some insurance companies will not quote if the policyholder and owner are not the same person - other companies will, but there is certainly nothing illegal involved when a policyholder is not the owner of the vehicle.'

Indeed, for 4 years my daughter has been policyholder and main driver of a car she does not own - all declared in black and white on the insurance certificate.

    The AA and RAC's advice is correct - there is certainly nothing 'illegal' about it as long as the situation re: ownership is disclosed fully to the insurer. Each insurer will have different acceptance criteria.
