Time Limit?

Hello all and apologies if this question has been asked before but I can't find any reference to it in the forum.
My partner parked at a MOTO service station in October 2017 while on a long journey. He needed to get some sleep and set his alarm for the 2 hour limit but unfortunately slept through it. This happened on 3rd October and he overstayed by just over an hour. He has only just received the "fine" letter from CP Plus saying that he has to pay £100 by 27th February. I've done lots of research and have found one article which says that unless they serve you with notice within 14 days of the parking event, the "fine" is not valid. Can anyone help me with this? I'm nervous of him refusing to pay and ending up having to pay a lot more than £100 but on the other hand, all the evidence seems to point to the fact that this isn't enforceable? All advice gratefully received, thank you. N

[FONT=Times New Roman, serif]Parking Eye, Smart and a smaller company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (who take hundreds of these cases to court, and nearly always lose), who have also been reported to the regulatory authority. [/FONT]

You won't be paying a penny to CP Plus.
No matter how much they bleat to Government, they are part and parcel of an indefensible, non-customer service providing, money-grabbing, totally rancid and rotten industry.
And they are a firm who can't hold a keeper liable, as the NEWBIES thread explains.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
