PCN for apparent misuse of Blue Badge

I recently recived a PCN my crime was, Not parked correctly within the markings of the bay or space. On arrival to the parking bay (Which had a one hour time limit) it was not possible to park my veh. fully within the bay, as the veh. in front had parked in a manner that, there wasn't room to fit my car fully into the bay, so my rear wheels were on the double yellow lines. I didn't feel this was an issue as i am a blue badge holder, and can legally park on double yellows for up to three hours. I appealed the PCN as i genuinly thought the CEO had probably not seen my blue badge? I lost the appeal, and was advised, by the Council's civil Parking Enforcement Team, that, Blue Badge Holders are not permitted to park in a way that means that they are claiming two seperate concessions offered through the Blue Badge Scheme. (Which was never my intent.) I was refered to page 20 of the Blue Badge Handbook.
I checked out page 20? No mention of, Claiming two concessions. And nothing to suggest i had broken any rules. So i scanned the web rules for Blue Badge Holders, still can't find anything to suggest i have broken any rules? Have these people made this up? Is it a new rule that's not out there yet? Maybe they would have been happier if I had backed up my car and left it fully parked on double yellow lines?

    Good, first rejections from Councils often show them to have acted unfairly, and to point you to a page that doesn't exist and make up words, is a 'procedural impropriety'.

    Wait for the NTO, next month or so, as long as you are the registered keeper.
