Inexplicable car paint problem

Hi,
I'm new to MSE and the world of forums but if anyone out there can help me I would be so grateful. I bought a brand new car in April 2017 on finance, all great and working fine. In November 2017 I noticed a problem with the paint all over the car, the windows and the lights - something akin to lacquer peel but not just on the paint. I've taken the car back to the dealership who sold it to me and they contacted the manufacturer who cannot say what it is. They won't seem to own the problem, and I feel very much like I'm being played as a young female lost in the world of cars!
So, they don't know what it is but have offered to 'make it better'. I've asked for a copy of the technical report they have and some support on where I stand with this problem devaluing my car - have they answered my questions? NO.
Is there an ombudsman for cars where I can escalate this to? And, does anyone know of a car paint type forum where I can show a photo of the paint problem and see if anyone can tell me what it is?
Thanks!

If it's also on the windows and lights then it can't be anything to do with the paint process. TBH, without images it's difficult for us to picture exactly what this might be and whether it actually has anything to do with the manufacturer. Has you car been coated in anything or had a "protective" coating applied when, or since, you bought it?

It would be very strange for there to be a manufacturing fault causing the same effect on three completely different materials. Have you taken it to a body shop for their opinion in it?0

That would be my 1st thought. Did you pay extra to have your 'paintwork protected' often a good earner for the dealer.0 -
You don't use your car as a "station car" do you - driving to your railway station and parking it there as part of your commute? Train brake dust is a nightmare on paintwork, and could potentially build up on glass as well.0

I'd be inclined to take the car to a recommended, professional detailer and see if they have any ideas.0 -
Hi,
I've known people have problems with new car paintwork due to having their cars regularly washed at hand car washes - they often use an acidic spray to break down dirt easily, if used regularly it can cause a scratched/crazed effect when you see the car in bright sunlight.
Difficult to say further without seeing it, but you need to get some kind of expert to tell you exactly what it is - only then will you know who is at fault.
Thanks,
