House sold for £212k Sept 2017, now £225k

As above, I am going to view a 3BR semi that is on Rightmove for £225k. Based on other sold prices on the same road this looks to be in the ballpark for the area.
When I was looking at the sold prices, I noticed the same property was last sold only September last year for £212k. The photos are different (different furniture, etc.), so it looks ike the current seller definitely moved in after buying in September last year. There also aren't any obvious repairs or upgrades (it looks in decent nick already)
The current price was dropped in mid-January. So ... I am wondering three things:
Number 1: Is it possible via Rightmove to see when the property was first on the market and at what asking price?
Number 2: What might be the reason for the quick turnaround? It doesn't look like he is flipping for a quick profit because he probably won't make much of a profit after costs. Maybe got an unexpected job offer elsewhere?
Number 3: The seller is doing the viewing (he is with Yopa). Is it best to raise the above information, or pretend I don't know about it?

Does it matter? The important thing is what it is worth now, and if it's similar to other preperties then it's presumably at about the right level.0

You might struggle to get a mortgage if the current vendor bought with a mortgage. Its my understanding that lenders won't grant a second mortgage within six months.0

That's interesting, I will look into that,as I am not familiar with this.

Not hugely, as six months will be up in a few weeks anyway, so may be within expected timescales for buyers viewing now. Even less of an issue if the lender takes it as six months from completion to completion, rather than to the date of issue of the mortgage offer.0
