A thought occurred to me, and I wondered if it had ANY merit at all. This is only semi-serious.
If you put up signage inside your car, clearly visible from all 4 angles, that stated something along the lines of
"If you take any pictures of this car for commercial purposes without the written consent of the RK, you agree to pay £100 for each instance" and then you get a PCN from a PPC with pictures of the said car through the post... can you invoice them afterwards?
Because they have literally taken pictures and sent you the evidence themselves that they have done so..?
Obviously your signage would have to abide by all the usual rules and regulations required for signage to form a contract.

I suspect that your signage would have to be very large , as per court cases0

If the vehicle is in a public place, or on private land "managed" by the PPC, then they have the right to take any photographs they wish and they hold the copyright to those photos.

The notion has been done to death here many, many times, with bumped gums bleeding gallons. But it has no prospect.
But if the OP wishes to tempt a further PCN testing it .........
