PCN, no photo on the time of arrival.

This questions is regarding my previous post and I still need some help regarding their photographic evidence.
The university uploaded 9 photos of my car as their evidence for PCN on uni website but there are no photo showing the arrival time of my car. All the photos were only taken between 1 minute (at 13:55 and 13:56 PM). But on their PCN, they said the first seen time is 12:26 PM (but no photo) and PCN issued time is 13:56 PM. Actually I'm not sure whether I was really arrived at 12:26 PM as I was thinking I was late for the lecture.
And there is no camera or bars in the uni parking area. If it is correct the first seen time is 12:26 PM. then this mean they were hiding somewhere and then showing up as soon as I arrived the car park and recorded my arrival time. Is this possible?
They rejected my appeal (reaon: the lecture started/delayed in 30 mins).
Then can I make a complaint to the uni indicating they failed to provide me with the photographic evidence showing when I started to park my car there? (Do you think they have the photo taken?) What do you recommend me to write? Is there any Act that I can support my complaint? Thanks.

The university uploaded 9 pictures of my car, which were taken at 13:55 and 13:56 PM. There was no picture before that time.
However, on their windowscreen PCN they indicated my car was parked there from 12:27 PM so that's why they issued PCN at 13:56 PM. I am not sure whether they really took picture at 12:27 PM or not but they didn't upload the arrival picture on their evidence page. All the pictures they uploaded were took 13:55 and 13:56 PM
[What I did up to now] made a appeal to the university on 8 Feb 2018
There PCN indicates that I can appeal against the PCN via their online site.
So I explained all the things, which I mentioned above, including my full name, my address, the instructors' name and email address, and the dentist telephone number and address.
What a silly thing I did!!!!!!
[What I got after the appeal] got a reply on 9 Feb 2018
The university sent me a reply letter to my address, just 1 day after I submit my appeal online, with a reject as follows. (What a super fast response although I wrote a lot!).

I really wanted to get answer whether I can make a complaint to uni as they didn't provide a photo on arrival of my car, but couldn't get answer until today midnight so........... asked again.. sorry..

Pretty much - yes.
Photos only have very minor evidential status in legit/legally regulated parking but in private parking they mean nothing at all beyond being yet another tactic to browbeat the victim.0
