Leasehold

I'm currently mortgage free but the land is leasehold although for around the last 7 year I've not received an invoice to pay anything, each year I'd receive it from the council and it was around £35
I'm now in the position to possibly buy the land but got no idea who to turn to
how do I find out who is the leaseholders?
I contacted the council (reception) around 6 months ago about whom told me to write to a department (cant remember the name) which i did but ive heard nothing back
I'm hoping someone on here may be able to point me in the right direction
