Congestion charging - PCN

A friend of mine from abroad, borrowed my car for a visit to London this week. I've just received a Congestion Charging PCN on Harley St.
I've asked him and he says firstly he didn't know what the big red C was and if he recalls correctly he drove through that road cause he was lost and needed to pull over somewhere to program the google maps.
Simple question really, do we have any grounds to appeal?

Probably one for Pepipoo, but bear in mind that TfL don't hang around when it comes to enforcement. The only successful appeals I've managed have all related to incorrect registrations or vehicles that were on an Autopay account that didn't collect.

Your best bet is to take this over to our friends on pepipoo.com as they are the exerts in this field, whereas we tend to specialise only in private parking issues.
You will need to register on pepipoo with a non-Hotmail email address.

Well firstly thanks for the info. He's agreed to pay the fine because well it is his fault really. Everything seems easier in hindsight, but why he didn't set up satnav before driving off, I have no idea.0

I think that would only work if it was on a hire agreement - the C Charge is leveled at the RK, with very little scope for transferring it, but I agree that Pepipoo will advise more about how to appeal from an individual perspective.<--- Nothing to see here - move along --->0
