I write as the registered keeper of a vehicle which received a windscreen PCN on the Metrolink free car park at Parrs Wood, 13 days ago. I understand that the car had been parked outside of marked bays but so as not to obstruct any other vehicles. The PCN states "Obstructive Parking". The PCN is from Care Parking (Anchor Security) who are BPA members.
As the keeper I have not received any mail regarding the incident.
Having read the NEWBIES thread I understand that the best advice is to absolutely nothing for now.
But the procedures are complex and every case is different - could one of you experts out there confirm that I am doing the right thing? Many, many thanks

The NEWBIES tells you to appeal a BPA member windscreen ticket as keeper around day 26, using the template from the NEWBIES thread.
If/when they reject it, you construct a PoPLA appeal and post your draft here for checking.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
Is this car park not subject to bye laws?
In any event, this is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences. Parking Eye, Smart and a smaller company have already been named and shamed, as has Gladstones Solicitors, who have also been reported to the regulatory authority.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

NOT implying who parked the car, so don't choose 'driver' on the appeal page.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

and then put METROLINK into the forum drop down search box, read similar threads over the last 18 months or so (there was a recent one on here that was won at popla) and use those already written popla appeals to draft your own winning appeal
a lot of those stations and car parks are subject to bylaws as they are northern rail franchises, or the TOC with the franchise oversee them
so appeal as keeper on day 26 and then start drafting a popla appeal ready for the rejection and popla code0 -
Is Parrs Wood also called East Didsbury?0

What about this one? If it is the PPC will struggle at PoPLA, if it gets that far.You never know how far you can go until you go too far.0 -
Parrs Wood IS East Didsbury Metrolink.
Do not ignore the PCN. Proceed as advised. Also go along to pepipoo forum for support/reads/advice.
I use this Metro occasionally and i do notice especially on match days, that quite a few people see a full car park and just park wherever they can.
Inevitably on return i either see cars with tickets and/or a man dishing out the tickets.Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0 -

(According to paragraphs 2.6 & 2.8, the Operator issues "Penalty charge Notices").0 -
Oh dear I missed the advised day 26 appeal date, and on day 31 they sent me a letter in the post - Notice to Keeper
Now I am not sure how best to proceed?0 -
Appeal the Notice to Keeper as Keeper. You did the right thing by waiting and not appealing as the driver. This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0
