New Year's Eve parking charge

I've just received (6 weeks after the event) a parking charge notice, by post, from CE for a 20-minute overstay in a madly busy retail park on New Year's Eve.
I believe (sadly without proof) that the car was moved to leave, ie 'unparked', within the three hours' free parking window, but the car park was so jammed that it took forever to exit, the queues of shoppers' cars trying to leave were almost stationary. Furthermore the photos do not show the car in a parking bay, but seem to be from arrival and exit (more or less) - and on the move - though not being local I don't know where the cameras were.
Is there a case to contest the notice as the car was not physically parked for more than the allotted three hours, although it indeed took considerably longer to escape the car park? An appeal must be sent by 26 Feb before the charge increases from £60 to £100...

They really should not be sending out PCNs on such busy days, but they are scammers, and only wany your money.
