Yes, that's how I read it so hopefully no more "if you enter this competition you will automatically be added to our mailing list"
It also looks like there is going to be a crack down on age limits too.

I've been asked by intu this week (by email) if I still want to receive communications and was able to check or change any choices of the type of info sent.
I had one other a few weeks back but can't remember who it was from.

I have had 20+ emails so far (over the last few months) asking me to confirm if I want to stay signed up to their newsletter (and quoting the new rules that start from May) and saying that if I don!!!8217;t confirm then I will be removed. A few have been from companies I use or have purchased from in the past, but the majority have been from mailing lists I was added to by entering comps. Most have been companies that run ongoing comps or recent ones I know I need to be subscribed to, so I have selected confirm to stay subscribed. A few that I didn!!!8217;t recognise and/or I know were for one-off comps from a while ago, I have left and not bothered with, so they can remove me if they wish. I do actively unsubscribe from some too.
I expect to get hundreds of these emails in the coming months!0 -

I too work for a not-for profit, and one of my main tasks at the moment is to work towards GDPR compliance.
It is all very confusing and a lot of information is available for (mis)interpretation.
Pre-ticked opt-ins are not allowed. It has to be a conscious choice.
I am not sure where the standing is on offering an incentive to opt-in - i.e. a prize - but you must have demonstrable consent to market to people. This is not just for post-25th May, but for any historic signups, and you have to demonstrate that signees were very aware of what they are signing up for, and how you will use their data. Hence all the re-consenting emails people are receiving.
The ICO (Information Commissioner's Office) will be "policing" it. I don't feel that they will be monitoring activity to to catch people out, but rather they will be responding to complaints. (Every company should have a privacy policy explaining how data is used, and also informing the data provider (you!) how you can complain if you feel that your privacy has been violated.)
Unsubscribing to mailing lists should be as easy as signing up, and I have certainly noticed that a lot of newsletters now lead with an "unsubscribe" link at the top of the email, and indeed a lot of bulk mail tools support this.
Fines are humungous if data has been used for purposes where the data provider has not agreed to such use, and those under investigation have to respond to complaints very quickly, and indeed have to inform the ICO of data breaches in a much shorter length of time.0
