Hi,

I!!!8217;m just looking for some advice please, The car was parked up in my local leisure center in East London GLL. To pick my daughter up from holiday club. I was literally 5 minutes inside to pick her up. Once outside I saw the parking enforcement officer, taking pictures of cars, as I walked by I noticed there was not a ticket on the car, But then saw the officer take a photo of the parking notice signs. I noticed even after taking pictures of a car, he did not place a ticket on the vehicle. So I approached the officer, and asked if he had recorded details Or the cars in the parking bays as I was just five minutes picking my child up. He looked at his computer and stated sorry but he has already processed the cars in that area. And he says the system he was using is a APNR system, and he could not reverse once uploaded. He apologised and said sorry I thought your you were here longer. And did not realize I was doing a pick up . He gave me his full name, and asked me to phone the next day and tell his company what happened. And mention his name. To get the ticket stopped. He then stated I would need a cover story. And told me to go to the leisure center reception and buy a parking scrathcard, then send a picture of the scrathcards with my correspondence. To show I was popping in to buy the scratch cards. So off I went to the reception, they stated you can only buy scratch cards on line.

So I ran outside caught up with the officer and told him I cannot purchase scratch card tickets from the reception,. So what do I do now. I took him back to the reception come to explain what he is on about buying scrathcard tickets, to the manager and reception team. In which he he could not. He told me again to phone tomorrow and tell them the situation. And that he was sorry, but he cannot cancel the ticket himself. So off he went. The duty manager came to see me and stated, that although majority of times people pick up their childdren with no problems at all. The signage does not give special 5-10 minutes grace to pick up people or children. I then asked if he could appeal direct to the contractors to get the ticket lifted, but said he was powerless to do anything. Which is not wasnt i wanted to hear.

Qiuestion is though do I have grounds for appeal

Any advice would be greatly aprevicated.

    the relevant CoP has grounds for appeal as you have a reasonable period to park up or to leave , typically up to 10 minutes , never mind all the other legal grounds for appeal

    wait for the NTK if its not arrived already and appeal it, or appeal on day 26 as KEEPER

    I cannot now say the registered keeper was not present or driving.
    Do you think the 'officer' has some sort of facial recognition, to match to DVLA database keeper names? No, Gemini have NO IDEA who was driving, by name.

  • Ha! Entertaining. If they get this off the ground, your witness statement will be gold - especially the bit about buying a scratch card. :)

    It's a PITA but a short period to do a pick up should be quite defensible especially since part of the role of a traffic officer ought, strictly speaking, to include encouraging people to move on, not just to issue fines (otherwise they could have ANPR do that all by itself)....

    Throughout here you are advised never to reveal who was driving.

    You need to edit your op to remove details of who was driving

    The ppcs monitor this forum and can use your posts against you

  • Hi Bobby. I'm an ex employee. Please check the observation time if they have you 5 minutes. Ask for proof. 90% of the time they don't give it. Usually the Waltham cross GLL. but still have a look. If no observation time was given then ticket is void. They must allow you atleast 5 mjnutes to bjy a ticket from the machine or get one from inside

    Sounds helpful to a newbie...on face value. But what you have said adds nothing to the advice, and it worries the regulars here when PPC employees rock up. They are not 'officers' and people needing advice don't need to be taken off at a tangent, and must certainly never reply to a private message coming from a new poster offering to 'help' (could be anyone with any agenda).
