No Claims Discount - Do I claim small damage?

Hi,
When parking I scratched another car. Do I call my insurance to find out what happens of I claim this? Someone told me that as soon as you enquire they already make a note for the future.
From the policy documents I understand I have a 70% no claims discount. Does that mean that if I ask them to handle the cost of repairs to the other car I loose all of that?
Does 70% mean that I am currently only paying 30% of the annual amount of insurance premium and I would have to pay the lot if I mention this damage to them?
From the policy documents and website I understand that the excess only applies if I am claiming for damage to my own car. In this case my car does not have any damage. So would I indeed not have to pay an excess?
The website mentions there is a 'step back' policy for the no-claim discount. This sort of suggests I don't loose all of my 70% in one go. It also mentions that the full info is on my policy documents, but I don't see it. Any idea what it could mean?
They also state you have to notify them immediately of any accidents. What happens if I don't and we first find out the cost of the repairs?

Your insurance finding out you failed to notify them could be worse.

Not normally, you lose a percentage.

That would be far too sensible for an insurer. It doesnt work like that. People have cheaper quotes with lower discounts.

Usually not. But some policies do have an excess payable on all claims.
