Highview parking

Hi All,
A letter has been received regarding a charge notice issued by Highview parking at Waterfields Retail in Watford.
I have gone through all of the post to try and help the driver but to be honest there are so many and I am so confused so I wonder if somebody can help me.
Essentially the driver parked in the car park, but didn't see any signs regarding parking limits or charges and they have never been there before. It was a one of specific visit. They have checked on google street view and it seems that on the row they parked there is no signs (there are on other rows) and if google street view is correct they would not have passed a sign on their way to the pavement area outside the shop they were visiting.
They have complained to the stores they went into but they have said they cannot help and they have to appeal. Over £1000.00 was spent in 1 of the stores so being slapped with a fine is understandably gone down like a lead balloon. They have a photograph of the large purchase receipt and a statement showing a small purchase in another store. They were in the car park for 3 hours because after feeding a young baby their lunch in costa coffee (1 hour), they then went on to a wedding dress appointment in the store next door (2. 5 hours).
This was a completely honest mistake as no signs were seen. Both stores are saying to appeal and the driver is feeling very stressed about the fine and receiving lots of letters...

    Start by having a careful read of the Newbies Sticky at the top of this forum. It will inform you properly and lay out your course from now-on.

    As well as that, complain to the store/Costa more strongly as feeding a baby is covered by the Equality Act, so they must give a reasonable adjustment and will be held jointly liable with the PPC for any breaches.

    Highview will often cancel the ticket when they see the template appeal from the Newbies thread.

    HV have cancelled in under 2 hours on receipt of the blue text initial appeal template from the NEWBIES FAQ sticky, post #1.

    Go use it (don't add or remove any part of it) and try to beat the record!
