Unable to appeal to POPLA

in Parking tickets, fines & parking
My windscreen Notice is a 'PENALTY' from a Railway car park, issued by a private firm (Indigo). I appealed the decision but they say I still have to pay and they won't give me a POPLA reference so I am unable to appeal externally. I paid for a day parking ticket using their online app but the app didn't show my full licence plate. I got on the train 5 minutes after parking and emailed them to tell them what had happened but they didn't reply and I had a ticket when I returned to my vehicle. How am I supposed to appeal If I can't use POPLA?

    You don't, you just laugh at them and let it time out (6 months) and complain to your MP.
