Millenium Parking Services - Swansea

Hi, hoping someone can help me with this.
The driver of the vehicle received a PCN on their windscreen on 31/1/18. The driver and keeper of the vehicle are different people.
MPS want £100 or £60 within 14 days.
This is extortionate and completely unreasonable for the following reasons:

- There are NO signs upon entering the car park stating there is restricted parking

- The private land apparently belongs to a company called "Atlantic Cladding" which is joined onto a building called "Simply gym" where the driver was training

- The PCN was issued at 06:13AM. Atlantic Cladding does not open until 8AM resulting in no loss of earnings or obstruction to their business

- Having re-visited the premises in daylight, there are two signs either side of Atlantic Cladding stating that the area is under 24 hour management and is for Atlantic Cladding customers only. These are not visible at 6AM as there is no lighting surrounding the signs. These signs are also prohibitive in nature, see OBSERVICES v THURLOW February 2011

- I have since learned there is a private car park for Atlantic, one for Simply gym and a public land parking area.
There are no clear instruction or signs to differentiate between these 3 areas

I have attached photos to support my argument.

The red car in the photo is where the driver was parked.

You can see the sign on the building in the background - there are no lights around it so would not be seen winter time at 6AM.

The bollards you can see in the photo come up to the red car, after that it is all open so the three areas are not sectioned differently.

I understand it is recommended to not respond until a NTK is received however I'm not sure if the keeper will want to contest this in court so I was wondering whether it would be worth sending them an appeal with all the reasons stated above.

  • Evening all,
    Received in post Friday 2nd Nov. an 'Unpaid Parking Charge Notice' for an 'offence' that occured on 24/10/18.
    This was the first I knew anything about it. Nothing on car windscreen on return to vehicle. I was parked alongside St David's Student Roost in Swansea. No signs on entering road, no lines of any colour nor description. Also had my disabled Blue Badge on display.
    They are requesting £100 payment or £60 if within 14 days.
    Prepared to battle this all the way.
    Any advice please?

  • Hi. Same thing happened to me. I received an ‘unpaid parking charge notice’ today. Parked in the same place as previous poster for 10 mins between 19.58 and 20.09.
    What did you do? Have you ignored your letter?
