I certainly have succeeded every time when doing so, but a newbie should be advised to appeal as the PCN says, and this is a windscreen PCN. If no email addy is given, that's not how to appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you don't appeal you lose the opportunity to get a popla code.
Meaning you go into the debt collectors stage (as described in the Newbies FAQ thread
You face up to six years of aggravation which could end up with you having to defend a court claim against you.
Follow the advice of the Newbies FAQ and send in the template appeal there. Don't miss the chance to take this to popla.
And at the same time pressure Pals at the hospital to get this killed off
Throughout here you are advised never to reveal who was driving.

I have just had the PNC cancelled as a 'gesture of goodwill', by PALS who state the PNC was issued correctly as a tiny bit of my badge was not readable and they could not elicit if the badge was in date..load of rubbish!!
They referred me to the 'Parking Signs" which state ( in small print) a valid blue badge must be displayed at all times.
Well, I understand that, but the PNC did not mention that an invalid badge was displayed, it stated 'NO blue badge'. Incorrect.
I also stated in my complaint to PALS that the PNC notice was not compliant with BPA and explained why..I wonder if this had any bearing on there discussion to cancel the PNC. Will never know.
Just as an aside: Is there a legal requirement that the letters on these signs should be of a certain size?

Don't know what happened but my reply got deleted.
Here goes again: PALS have had the PNC notice cancelled as a 'gesture of goodwill'..They state the PNC was issued correctly as a bit of the badge was not readable so the attendant could not see the date on the badge.
They referred me to the parking signs which state 'valid blue badge must be displayed'. I won't argue with this, but my PNC did not state invalid blue badge, it stated NO blue badge. A blue badge was displayed.
I also pointed out to them that several areas of the PNC were not in line with the BPA code of conduct and the reasons why. Not sure if this had any bearing on getting the ticket cancelled but wouldn't be surprised as they never asked to see my badge to make sure it was valid before cancelling the ticket.
Could I also ask, is there any legislation that states that letters on Parking Signs have to be a certain size, and if so, what is the size?

well done ....... you would be well advised to increase your understanding of this industry so that next time you (or family) fall foul then a better understanding will help...

I don't know if I should let sleeping dogs lie, so to speak, but I feel like that I should go back to PALS and enlighten them with regard to the PNC that was issued as I am sure if it went as far as the court that I would win.
According to BPA the PNC should follow the correct code of conduct and this PNC was incorrect according to the BPA in several respects.
Furthermore, the position of all the signs that relate to disabled parking should be positioned such that they can be read without the driver getting out of the car. None of the signs could be read unless you got out of your car, could stand and walk and could climb the kerb into the bushes with wire fencing preventing getting close.
I remember the morning that I attended the hospital. It was dark, raining and none of the signs were lit.
The access road to the parking, has no signs at all.
And lastly, I firmly believe, that if a PNC states 'No Blue Badge' when it means 'Invalid Blue Badge' (because he couldn't read it for what ever reason), then the incorrect violation is on the PNC.
Sorry for getting on my soapbox about it, but that is what I believe.
I also cannot understand how they can justify £75 charge in a free car park when a monthly parking ticket only cost £40.
I also forgot to mention, that I stated that if they could not help, then I would go to the CEO. I managed to get his private email address.:money:0 -
I would go back to PALS and tell them to escalate the complaint up to the NHS Trust CEO/Board, and wake up and watch the Parliamentary debate, effectively condemning the entire parking 'industry':

And spell out how ANGRY you still are, and that you are reporting the NHS Trust to your MP for failing to comply with statute law and Government policy. The NHS Trust has broken the law:
(A) the Equality Act 2010, where you cannot penalise a disabled person for using a disabled bay, not even on some jumped up excuse of not being able to see a corner pf the BB! Jeez, guess what, people with relevant 'protected characteristics' that impede their safety or mobility in a car park, do not even require a BB to use a disability provision provided by a service provider. It's about NEED, not Badges!
(B) the NHS parking policy from Government (not law, but NHS Trusts are required to comply):

FAILURE by the NHS trust.
