Energy Grants for tenants

Leading on from my earlier post, can SOMEONE please advise me on how to help my tenant apply for a grant to replace the storage heaters.
I have tried contacting the Energy Saving Advice Service (useless can't even contact them to complain) Ofgem, -tried emailing them, email doesn't work.Phoned them -cut off (will try again later).Affordable warmth scheme -hopefully calling me back!
All I need is a conduit to apply for a grant to replace these heaters. Any advice would be most welcome.

Update: got in touch with Eon the tenant's supplier and filled in an application form. Told that a company called GreenVisionenergy would contact me and 3 weeks later I get a call from them telling me that they would install 7 -yes,7 & my contribution would be £2388.75!!! This is subject to the survey.
I pointed out that there were only 3 installed at present and that there were no grants available for additional heaters, only to replace the existing ones.
It turns out that this company has not even got the right property nor do they have the actual sizes of the house!
I have now received an email stating that they would not now do a survey unless I was interested in going ahead - no details,no real quote,nothing.
Why are these companies allowed to operate? I guess that I am back at square one. By the way,the tenant pays about £1000 for all her electric at present, so it would be logical to assume that her bill would double. Some saving.
Anyone any info.on this company or advice on how I can go forward would be appreciated.0 -

Grants are available to upgrade the heating but i cannot find a company who seem able to adequately address this. This latest company, GreenVision energy, have just sent me a BASIC quote stating that they would need to install 7 rads in the property. The problem is that they have never visited the house and have allowed rads where they cannot be installed( kitchen,hallway etc) but not put rads in the bathroom,4th bedroom etc. How can these people operate. All I have is a quote for my contribution which is £2388 and this could change on the survey.
Can anyone assist with some info about grants, please?0
