Pending regulatory approval

I'm wanting to book flights from Luton to lviv using wizzair but it shows up as pending regulatory approval. Is it safe to book ?

The answer is 'probably' as requests for routes are routinely approved without difficulty but it may be the slot times that change. Wizz is expanding rapidly at Luton so any issues are likely to be around the actual times of departure and arrival rather than the actual flight route itself.
