Pending Regulatory Approval

I'm wanting to book some flights from Luton to Lviv using WizzAir but flights come up as "Pending Regulatory Approval".
Am I safe to book ?

Yes and No.
It can be common to see such wording on new flight routes.
You can book but it just means that if the regulators in either country do not grant permission to fly then you will either get refunded or offered a rerouting onto another WizzAir flight.0
