yes work was carried out but whether it was as they stated in their invoice is another question!
Just checking the dates:
1. Notice of intention was issued 21st August 2009
2. Notice of Proposal was served 24th March 2010
3. Contract entered 16th July 2010
4. Section 20 was issued 31st July 2012
5. Section 20b was issues 20th March 2014
When costs were incurred is unclear.
Given that there are more than 18 months between 4 and 5, is this a case of breach of 18 month rule?

The 18 months starts from the date that the cost is incurred - that is either the date the landlord received a bill for work, or the date the landlord paid for the work - whichever is first.
But if the landlord informed you of the cost within 18 months (even if they didn't ask for payment), that might be enough to make you liable to pay the eventual service charge demand.0 -
