    Indeed 2 rate meters are commonly labeled 1,2 1,4 and more. And the 1 and 2 may not apply the registers on the meter that way. In the north east register 1 is called 2 on the meter and register 2 is called 1 on the meter. There is meant to be a sticker on it to say this but it is often removed. Of course more modern meters are not (usually) that bad.
