No Don't assume meters will be picked up correctly. I've had trouble with past switches when entering meter readings and had to contact company (Scottish Power) to get reading form on my account correctly labelled ie 1 and 2 reversed. Always check when switching.
Indeed 2 rate meters are commonly labeled 1,2 1,4 and more. And the 1 and 2 may not apply the registers on the meter that way. In the north east register 1 is called 2 on the meter and register 2 is called 1 on the meter. There is meant to be a sticker on it to say this but it is often removed. Of course more modern meters are not (usually) that bad.0
