APCOA PCN for non-payment...despite having paid

Look, the way it is supposed to work if it was all done to the rules and in fairness you would appeal to the PPC, citing what happened, or using mitigation eg my wheel fell off, I put one digit incorrectly into the machine etc. They consider it and take a balanced fair minded view.
POPLA are there theoretically to police the process they do not consider what happened, they just aren't interested.
However PPC's are just in it for the money, nothing else, they are not fair minded or on the level you can't trust any of them.
POLPLA are appointed by the BPA who in turn are the old boys' club that the PPC's belong to, you can win with them but only if you follow the tried and tested routes suggested on here.
If you give POPLA the same story as the PPC you WILL loose!0 -

The template sends the PPC a message far louder than an individually written appeal. It says:'Dear APCOA,
Look, I have found MSE and I will beat you at POPLA because I have not named the driver.'
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Update: I was holding off on sending the template to see if either of my complaints panned out. GWR were utterly useless and I heard nothing from my MP so I sent the letter recorded delivery on Saturday.
Checked to see if it was delivered and it hasn't been signed for yet. I took another look at the PCN I was issued and decided to check their online system to look at the charge notice (I had not done this yet because it says the only way to appeal is via post).
Lo and behold on their website it now says the charge notice has been paid (I absolutely have not paid it). I am wondering if my complaint to my MP actually got this sorted. Though I don't know why it says paid instead of cancelled?
Do you think this is over and done with now? Presumably when they receive the template letter they just won't do anything with it as they have logged the notice as being paid?0 -

Yeah it is a PO Box. I didn't see that in the thread. The letter states they want cheques sent to the same PO Box though so they wouldn't know if it was a letter or a cheque at the point they pick it up, which is when they have to sign for it?
Anyway the question now is whether the status of the notice on their site showing as paid means its over with.0 -

So I should send it again first class? The 28 days since issuance of the notice isn't up yet.0 -
