Can the cords on this light be shortened?

Excuse my ignorance please!
Hanging pendant style light which is very low. See pics attached. Is it just a case of electrician cutting and reattaching? Just wasn't sure with the outer rope-like material and the type of fitting if it was as simple as that. I assume a very quick (cheap) job?

    obviously i cant see the fitting of the light, and I doubt this is the case as yours look a lot thicker than my parents, But theirs has a system where you could twist the base of the fitting and it shortened the height of the lights it sort of wrapped itself around a tube inside the base. But yours does look a lot thicker. However if yours does do that be careful as about 2 months later they decided they wanted it put back to original height and the corded wire had twisted and bent slight and the lights were not heavy enough to pull it back tight.
  • these fittings are usually easy to adjust without an electrician or any tools. (i sell similar).

    at the top of each wire where they enter the ceiling plate there is a small metal spring joint. you just push upwards on this spring and the wire can be fed back into the ceiling plate. You need to do this for each wire and get them the same length (unless it's a fitting that is designed to hang at an angle). once you release the spring joint the wire is locked into position.
