Why over the phone?

A coupe of friends of mine have separately posted on FB recently about their successful claims through a particular firm.
The firm wants your phone number so they can call you - I don't give out my number so asked if my friend would pass on my email instead.
The contacted me by email, asking for my phone number - after some further questioning they said:
"Unfortunately we are financially regulated and are required to do it over the telephone. We work pretty flexible hours, and we protect all data against Data Protection Laws. "
Why would being 'financially regulated' mean that they can only deal with me by telephone?
I've done a bit of research on the firm in question and nothing major is popping up, but thought I'd ask the query here!

They want your number so they can put you on the suckers list to pass to other claims companies.
