Refund on gas and leccy bills

I've just had an oik on my doorstep trying to talk to me about an announcement concerning refunds on gas and leccy bills. I sent him away with a flea in his ear because I DO NOT discuss my financial affairs with a complete stranger who turns up unannounced at my door.
However, it got me to thinking it may be a scam doing the rounds. Anybody else had this recently?

You did the right thing in sending this person away. IF you are due a refund, your supplier would be the source to inform you about it. If you keep an eye on your bills and credit, you should know if you are liable to expect a refund. If I develop an unusually large credit balance (only happened once
) I request a refund. I think this job really needs
a much bigger hammer.
