When I get a loan car from a garage I have to sign a form to be put on the garage's insurance for the day.

The link that marlot has given you is a great place to go to, and may be able to give you the help that you need to set up your club. An alternative might be to approach one of the organisations that already does this to see if they would be interested in setting up at your location. One that I have been involved with is Co-wheels, who operate as a social enterprise and equip their cars with the technology needed to know who is driving at all times - they are also keen on using electric vehicles where possible.

Sound idea in practice, but speaking as a member of a commercial car share club the management required to ensure I can access and drive a car is intensive.0
