Someone will need to keep track of who is driving and when and who pays when someone breaks it?

I imagine the excess will be quite high. The registered keeper will get all the parking tickets and speeding fines. You will need to know and prove who was driving.

Say i pick up a speeding ticket, you name me i deny it, where is your proof?

All things being equal, the police will tend to believe the guy keeping the records: he has no vested interest in lying.

    So will the magistrates.

When I get a loan car from a garage I have to sign a form to be put on the garage's insurance for the day.

Not sure how it works but it clearly is possible.

Unless the person keeping the records was the driver at the time and does not want to take the points/fine?

The link that marlot has given you is a great place to go to, and may be able to give you the help that you need to set up your club. An alternative might be to approach one of the organisations that already does this to see if they would be interested in setting up at your location. One that I have been involved with is Co-wheels, who operate as a social enterprise and equip their cars with the technology needed to know who is driving at all times - they are also keen on using electric vehicles where possible.

Sound idea in practice, but speaking as a member of a commercial car share club the management required to ensure I can access and drive a car is intensive.

I haven't looked recently but was unimpressed by the cost when we were thinking of using it a while back.

This happens all the time with company cars, cars shared by spouses, etc.
